Pulp molding trend: Hong Kong will control plastic products in phases

The Legislative Council of the Hong Kong SAR Government has passed the Product Eco-Responsibility (Amendment) Bill 2023 on 18 October to regulate primary plastic tableware and other plastic products and to optimize two existing producer responsibility schemes.

First, control a plastic tableware

It is prohibited to sell single-serving plastic tableware locally and to provide nine types of single-serving plastic tableware to customers in catering establishments. The controls will be implemented in two phases. The first stage includes banning the sale and provision to takeaway customers of styrofoam tableware and four other types of single-serving plastic tableware that are small in size and difficult to recycle or have mature alternatives, and prohibiting food and beverage establishments from providing all nine types of single-serving plastic tableware to sit-down customers. Also implemented in two phases, the first phase consists of:

(1) Prohibit the sale and supply of primary plastic products that have mature substitutes on the market or are not essential for life;

(2) Prohibit hotels and guesthouses from providing free toiletries and toiletries once and plastic bottled water once in the room;

3. Prohibit the manufacture, sale and supply of oxidized (photooxygen) degradable plastic products.
